ICAT is supporting Paraguay to strengthen the management and monitoring of the implementation of its forest-sector climate action. The first project helped establish a framework for the ongoing collection and management of data for the estimation of greenhouse gas emissions and removals, the assessment of the impact of policies and measures, and the development of appropriate indicators to report on progress. A second project is supporting the operationalization of the system and expanding the assessment to sustainable development impacts.

Overview
The project is supporting Paraguay in strengthening evidence-based decision-making through the consolidation and operationalization of the Forest Policy Evaluation and Monitoring System, which was developed in the first ICAT project, so that it can inform national climate change instruments. The project will also extend the impact assessment of forestry policies beyond greenhouse gas emissions to include sustainable development impacts.

Overview
Establish an MRV framework for the LULUCF sector and build capacities for its implementation and maintenance, ensuring timely estimation, compilation, and reporting of GHG inventories; assess the impact of key forest policies and measures while developing capacities for their regular maintenance and updates; and develop a framework for monitoring the LULUCF targets of the NDC with sustained functionality.
