ICAT support focuses on the establishment of institutional arrangements, including design and implementation of legal frameworks, data collection, reporting and verification methodologies and procedures within and between the relevant stakeholders that will facilitate a robust and continuous national MRV framework for the oil & gas sectors, road Transport and LULUCF, and to assess the impact of policy and measures in the energy sector. Simultaneously, ICAT is supporting Nigeria in establishing a Just Transition M&E framework.

Project 3

Objectives

Set up a Just and Gender Inclusive Transition (JGIT) MRV System in Nigeria.

Components

Start date: November, 2022
  • Develop Just and Gender Inclusive Transition (JGIT) MRV and ensure it links with the sectoral MRV system and the ETF implemented by the Ministry of Environment to achieve synergy, institutional memory and stakeholder inclusion and cooperation.
  • Enable a tripartite cooperation between Government, Labour and Employer Associations to achieve a Just and Gender Inclusive Transition going forward with the implementation of the Paris agreement.
  • Support policymakers in setting up JGIT MRV and designing a JGIT roadmap to track just transition impacts of climate policies and actions.

Project 2

Objectives

  • The completion of the sectoral MRV system based on a robust sustainable data system aiming at updating existing exercises in the future and not always start all over again from scratch.
  • The application of ICAT assessment guides and tools to assess and communicate the impacts of policies to ensure that they are effective in mitigating GHG emissions, advancing development objectives, and helping Nigeria meet its sectoral targets and national commitments.

  • Application of Transformational Change Methodology to assess Policies and Measures towards developing NDC indicators/tools and Reporting under the Paris Agreement Enhanced Transparency Framework.
  • Application of sectoral Assessment methodologies focusing on the transport, Forestry and IPPU sectors.

  1. Capacity to develop and apply a sectoral MRV system to measure the performance of the targeted climate policies and actions defined for three sectors (Oil & Gas, Transport and AFOLU) and to integrate sector MRV systems into an overarching MRV system under the Enhanced Transparency Framework (ETF) of the Paris Agreement.
  2. Successful application of good practice and tools that integrate transparency on climate policies and action with evidence-based policymaking, assessing the impacts (in term of GHG emissions, and co-benefits on SLCFs emissions) of policies and measures.
