ICAT is supporting Madagascar in building capacity to implement the 2006 IPCC Guidelines for the next inventory cycle and use the GACMO modelling tool to assess the mitigation policies impact of the NDC. In addition, the project aims at strengthening the MRV framework to track mitigation actions of the revised NDC, including institutional arrangements and indicators. As a final component, the ICAT project will support Madagascar in assessing the support received in the energy, AFOLU and waste sectors form national and international funding and initiate the implementation of the system for monitoring climate financing linked to the mitigation actions in the country.
The project objectives are to be able to implement the 2006 IPCC Guidelines for the next inventory cycle and the follow-up to the revised NDC; strengthen the monitoring and evaluation framework for NDC mitigation actions based on the 2006 IPCC Guidelines; initiate the implementation of a monitoring system for national and international climate financing linked to mitigation actions described in the framework of national communications; and share knowledge and lessons learned, leading to the strengthening of regulatory and institutional frameworks.
