ICAT supports the government of Guatemala, through the Ministerio de Ambiente y Recursos Naturales (MARN), in developing a sectoral and/or economy-wide MRV framework and an NDC tracking framework. The project aims to establish a robust system to monitor progress in implementing and achieving NDC commitments submitted under Article 4 of the Paris Agreement, including evaluation of results and assessment of the impacts of mitigation and adaptation policies and measures. ICAT’s support seeks to strengthen MARN’s institutional capacity through targeted technical assistance and training, including MRV framework review, needs and gaps assessment, peer exchange on institutional arrangements, impact assessment of policies and measures, and technical support for the NDC update process. Guatemala is also a member of ICAT’s Regional Hub in Central America.
The project’s primary objective is to develop a new or refined MRV and NDC tracking framework to strengthen the capacity of the Guatemala Ministerio de Ambiente y Recursos Naturales (MARN) to implement and monitor the NDC and comply with MRT requirements. It also aims to evaluate key mitigation and adaptation policies with mitigation co-benefits and to propose institutional arrangements for effectively tracking national and international mitigation commitments.
