A second project supported the development of a monitoring and evaluation framework for adaptation. In a third project, ICAT is helping Zimbabwe to strengthen its national climate finance transparency framework to support NDC 3.0 implementation.

Overview
The project is strengthening Zimbabwe’s national climate finance transparency framework to support the implementation of NDC 3.0. This is expected to enable Zimbabwe to mobilize climate finance across multiple channels. To build this capability, the country is receiving support to improve the climate finance MRV framework and standardize supporting tools and methodologies.
Determining the current baseline to identify crucial elements to be prioritized and formulating a work plan tailored to the needs, capacities, and preferences.
Assessing the established institutional arrangements for climate finance transparency.
Designing and delivering tailored training modules to build stakeholder and staff technical capacity for operating the climate finance transparency framework, including tracking methodologies.
Supporting a national climate finance definition, transparency framework parameters and climate impact indicators
Establishing a standardized national framework to systematically identify and report climate finance needs.
Developing a unified national system to track and report committed and disbursed climate finance flows.
Developing the climate finance strategy and resource mobilization guidelines.
Describing an updated and synergized Climate Finance Transparency Framework for Zimbabwe.

Overview
Develop the institutional arrangements and tools needed to support the implementation of Zimbabwe’s National Adaptation Plan monitoring and evaluation framework for reporting adaptation action under the ETF, and rolling out this framework in three selected districts.
- Develop and institutionalize the digital tool for the NAP-MEF data collection, transmission and processing.
- Capacitate adaptation experts and data providers on the NAP M&E framework and the digital tool.
- Integrate the NAP-MEF into National Communication and Biennial Transparency reporting processes.

Overview
Strengthen systems for informed NDC implementation and related policy assessments.
- Conduct an in-depth study on NOC implementation tracking for Zimbabwe in order to inform institutional arrangements, proposed MRV procedures and data collection templates for all sectors.
- Increase the local skills base in analysis of the GHG mitigation options for Zimbabwe through the use of the Greenhouse Gas Abatement Cost Model (GACMO).
- Assess the Greenhouse Gas and Economic Impacts of the National Renewable Energy and National Bio-Fuels Policies using ICAT guidelines.
- Train local experts in key government institutions in GHG data verification, quality assurance and quality control with the aim of improving the country’s ability to produce improved reports to the UNFCCC.
