ICAT is proud to announce the release of its 2024 ICAT Impact Report. This year’s report showcases the significant progress and achievements ICAT has made in collaboration with its partners to enhance climate action transparency. It highlights key milestones, successful steps forward, and the tangible impact of efforts in supporting countries in enhancing climate action through data and analysis across the developing world. 

A Year of Progress and Impact

In 2024, ICAT continued to drive change by supporting 53 country projects, strengthening regional collaboration through three hubs, and delivering capacity building activities and knowledge products. ICAT support has fed into the preparation of countries’ first Biennial Transparency Reports (BTRs) and enabled policy impact assessments and use of emission projections as a basis for Nationally Determined Contribution (NDC) updates. It facilitated the development of adaptation indicators and enhanced Measurement Reporting and Verification and NDC tracking frameworks.

Key Highlights from the 2024 Report:

• Transparency in Action: 66% of all BTR submissions from developing countries came from ICAT-supported countries.
• Expanding the ICAT Toolbox: New methodologies and tools introduced in 2024 cover just transition monitoring, climate finance transparency, and transformational change assessment.
• Climate Finance Transparency: Pilot projects in Belize and Côte d’Ivoire are improving tracking and management of climate finance flows.
• Integration of Subnational and Non-State Action: Countries like Argentina have been supported in integrating subnational and non-state climate actions into national climate plans.
• Adaptation Monitoring and Evaluation: Projects in Eswatini and Chile have helped develop or advance adaptation monitoring and evaluation frameworks.
• Monitoring Just Transitions: ICAT collaborated with Nigeria and South Africa to develop frameworks for monitoring just transitions.
• Building and Enhancing MRV and NDC Tracking Frameworks: Efforts in El Salvador, Fiji, and Uganda have strengthened national transparency systems, enabling better tracking and reporting on progress with climate action.
• NDC Updates: Five countries, including Cuba and Togo, received support to refine and strengthen their NDCs ahead of the 2025 update deadline.
• Evidence-Based Activities for Climate Action: Countries like Antigua and Barbuda and Cuba have utilized ICAT support for data-driven activities to guide impactful climate policies.
• Strengthening Regional Cooperation: The three ICAT Regional Hubs have continued to enhance regional collaboration and knowledge sharing in Central America, Central Africa, and Central Asia. The hubs have provided tailored support to member countries, fostering a community of practice that strengthens transparency frameworks across regions.

Looking Ahead

As the global community prepares for the next round of NDC updates in 2025, ICAT remains committed to equipping countries with the resources, expertise, and technical support needed to strengthen climate action transparency. The mid-term external evaluation of the Initiative in 2024 reaffirmed ICAT’s unique value in the climate transparency space, recognizing the country-driven approach, innovative tools, and impactful projects.
