The ICAT projects in Cambodia focus on the sectors of energy, transport and waste, developing and enhancing the country’s MRV frameworks and institutional arrangements. In a first phase, ICAT provided support to establish a general framework for establishment of national MRV system which can be applied for other sectors. In a second phase, ICAT supported the development of a proposal for an MRV governance structure and the review of the mitigations actions for the transport sector in context of the country’s NDC. Currently, ICAT is supporting Cambodia with the development and implementation of its NDC tracking framework, with a focus on the waste sector.
Support Cambodia in the development and institutionalization of a framework for tracking its NDC actions in line with the requirements of the Enhanced Transparency Framework (ETF) of the Paris Agreement, specifically focusing on using GACMO as an aggregation tool for tracking the implementation of its NDC actions across all the sectors, and managing and tracking the implementation of its NDC actions in the waste sector. The latter will be achieved by putting in place a framework for regular collection and management of the necessary data including those needed to compile greenhouse gas inventories, project greenhouse gas emissions, assess the impact of relevant policies and measures, and develop appropriate indicators for reporting on progress achieved, using the ICAT Waste Climate Action Data Tool (WasCAD).

The primary focus of the ICAT project is on Cambodia’s Transport sector, with the aim to develop an MRV Framework for the Transport Sector and capacity for the use of transparency related tools.
Strengthen the MRV framework for the RE sub-sector including aspects related to institutional arrangements, legal frameworks, and policies monitoring methodologies and procedures.
