Call for Proposals: Development of a guide on voluntary cooperation under Article 6 and its integration into the Enhanced Transparency Framework (ETF)

Article 6 (A6) of the Paris Agreement outlines voluntary cooperation options that are expected to facilitate climate action and enhance climate ambition.  The recently adopted COP decisions allow Parties and private sector participants to use A6 mechanisms in a flexible but consistent manner. These mechanisms are designed for utilizing the differences in marginal abatement costs across sectors and countries, and as a result gaining the efficiency in mobilizing climate finance. These opportunities are very well recognized by countries. Since the adoption of the Paris Agreement, the number of Parties that considered voluntary cooperation under A6 for achieving their mitigation targets has grown significantly.  

The effective use of A6 cooperative approaches, however, would require not only carefully considered changes to the national climate policies but also fulfilment of appropriate and complex accounting and reporting requirements. Unlike the relatively straightforward approaches under market-based mechanisms of the Kyoto Protocol (CDM and JI), the participation in A6 activities requires integration of many elements of the climate change institutional frameworks. The transparency framework is the key safeguard to ensure environmental integrity and the early detection of major risks to the global mitigation objective through the use of A6 cooperative approaches. Thus, the design of an A6 national approach should include considerations of the NDCs’ scope, targets, and depending on the activity approach for baseline setting, sectoral abatement costs, etc. The monitoring and reporting of A6 activities need to be fully integrated into the national ETF.  Policymakers need to understand options, linkages and opportunities, while transparency experts need to be aware of the accounting requirements and links to the ETF reporting requirements.

ICAT is thus seeking a grantee to develop a guide that will facilitate the policy understanding to enable decisions on: whether to use A6 activities, the choice of A6 activities and how to ensure the availability of the data/parameters for the selected approach. This guide should primarily target a policymaker audience in developing countries but also cater to the needs of technical experts such as transparency experts and officials in charge of national reporting frameworks.

To achieve the objective, the guide will elaborate on and put together the following elements:

  • The options available through A6 activities and the main principles to consider for the effective use of A6;
  • The minimum conditions for participating in different A6 activities, and how the previous experience in market-based mechanisms can facilitate the use of A6;
  • Integration of the national ETF and the arrangements for a national accounting and reporting framework under different options provided by A6.
