Call for Proposals (CFP): Strengthening Climate Transparency and NDC Implementation in Somalia's Energy and Waste Sectors

ICAT is looking for a national implementing partner in Somalia for a project that aims to strengthen the country's capacity to manage and track the implementation of its NDC actions in the Energy and Waste sectors, by establishing a framework for regular data collection, greenhouse gas emissions projections, and policy impact assessment aligned with the Paris Agreement's Enhanced Transparency Framework.

The selected organization will work closely with the Ministry of Environment and Climate Change to support the implementation of the GACMO and LEAP tools, apply the ICAT Renewable Energy Methodology to assess selected policies and measures, and develop an NDC tracking framework for the energy and waste sectors, including indicators, institutional arrangements, and data collection templates. Eligible applicants include universities, academic or research organizations, NGOs, think tanks, civil society organizations, and other entities registered in Somalia.

Proposals must be submitted through the UNOPS Grant+ platform by 7 August 2026.
