The 2025 June Climate Meetings (SB 62) of the United Nations Framework Convention on Climate Change (UNFCCC) will take place in Bonn, Germany, from 16 to 26 June 2025, at the World Conference Center Bonn (WCCB). Negotiators, experts, and stakeholders from around the world are gathering to advance crucial negotiations and discussions related to various aspects of global climate efforts in the lead-up to COP30.

As countries prepare their Third Nationally Determined Contributions (NDC 3.0) submissions, transparency emerges as a crucial enabler for delivering effective, ambitious and measurable climate action. A solid transparency framework ensures the next NDCs are not just more ambitious but also more realistic and actionable, allowing countries to plan, track, evaluate, and learn from experience to drive real progress on the ground.

ICAT is hosting and participating in various SB 62 side-events, showcasing practical experiences from ICAT’s work supporting transparency for stronger NDCs and transformational climate action in more than 50 countries across the world. Official Side-Event: Strengthening Sectoral Climate Action Through Transparency

Organized by: St Kitts and Nevis, Uganda, ICAT, UNOPS

Date: Wednesday, 18 June 2025

Integrated sectoral MRV frameworks are a powerful driver of effective NDC implementation. They allow countries to break down silos and create an enabling environment for coordinating with line ministries to provide data and track the progress of cross-cutting policies. 

With ICAT support, Uganda made great strides to enhance its transparency frameworks in the waste and transport sectors using ICAT tools. St Kitts & Nevis worked with ICAT to develop an NDC tracking framework and use greenhouse gas emission projections in the energy and transport sectors to inform their NDC planning and tracking. Official Side-Event: Strengthening NDCs through Effective Tracking Frameworks

Organized by: El Salvador, Greenhouse Gas Management Institute (GHGMI) 

Date: Saturday, 21 June 2025

This event will explore how countries can strengthen their NDCs using effective tracking frameworks. It will draw from El Salvador‘s practical experience in setting up a national NDC tracking framework, from the foundations to an advanced online system. It will explore how robust data from NDC implementation and the alignment between NDCs and transparency frameworks allow countries to continuously monitor and course-correct their climate action. This approach leads to enhanced NDCs and more effective implementation. Government representatives from Chile and Kyrgyzstan will also contribute with perspectives from their national experiences. Workshop: Transparency as a Basis for Effective NDCs: Overcoming Barriers, Making Connections and Unlocking Benefits for Climate Action (by invitation only)

This interactive workshop, co-organized by ICAT and the NDC Partnership, will provide a space for countries to exchange experiences, reflect on current gaps, and propose solutions related to using transparency for impactful Nationally Determined Contributions (NDCs). Using data and analysis to drive design, implementation, and financing of effective NDCs. Participants will deepen their understanding of the successful practices to enhance national NDC processes, using transparency to lay the groundwork for more strategic, integrated, and impactful climate action.

International Cooperation for ETF Support: Leaving No Country Behind

Date: Monday, 16 Jun 2025

Organized by UNFCCC, this event will explore success stories from international cooperation on the implementation of the Enhanced Transparency Framework (ETF) of the Paris Agreement, and provide insights for more impactful future support. The session will also feature the launch of two new international collaborations designed to enhance the scope and impact of ETF support for developing countries. ICAT will illustrate how transparency support helps to improve climate action, including strengthening NDCs, with examples from ICAT projects in different countries, like Tajikistan, Cuba, and Nigeria. Other speakers include CBIT-GSP, International Centre for Integrated Mountain Development (ICIMOD), Woodwell Climate Research Center, and representatives from South Korea and Belgium.


Financing, Capacity, and Support for Effective BTR Preparation under the ETF

Hosted by the Commonwealth Secretariat, this unique event will highlight challenges, opportunities, and lessons from Commonwealth countries’ first BTRs under the Enhanced Transparency Framework (ETF). Focusing on climate finance access and capacity building for systematic reporting, experts from ICAT, UN agencies, multilateral banks, and national governments from the Maldives, Eswatini, and Seychelles will foster dialogue, identify practical solutions, and build momentum for robust national transparency frameworks. The session aims to increase understanding of BTR preparation, raise awareness of financial and capacity needs, and strengthen collaboration for effective climate action. 


NDC 3.0 Investment Planning-Quantifying Investment Needs and Mobilizing Climate Finance

Organized by Sustainalogue e.V. and moderated by Greenwerk, this side event will showcase robust methodologies for assessing Nationally Determined Contributions (NDCs) investment needs. Representatives from Belize, Sustainalogue e.V., academia, and funding institutions will share practical country application experiences, offering valuable insights for effective climate finance planning and mobilization. ICAT representatives will join the discussion, highlighting the role of transparency for data-backed, investment-ready NDCs.

 

 

Meetings with ICAT Partners & Countries

During the course of the two weeks of the SB 62, the ICAT Secretariat will meet with representatives of its partner countries and organizations face-to-face to discuss the progress of ongoing ICAT activities, planning for new projects and potential collaboration opportunities. ICAT is open to meet with other partners, representatives of governments, climate change organizations, members of the media, NGOs and other stakeholders interested in climate action transparency.
