The 2026 Global Transparency Community Meetings will take place on 14–16 April 2026 in Naivasha, Kenya, under the theme Transparency to Drive Effective Implementation of NDC 3.0.
This global knowledge-sharing event will bring together policymakers, transparency practitioners, Nationally Determined Contribution (NDC) government focal points, and climate experts from around the world. Participants will explore how countries can leverage and enhance transparency frameworks to support the achievement of NDC 3.0. The sharing of successful approaches, tools, and lessons learned will support countries to advance transparency-driven policies, actionable implementation plans and effective financing strategies.
The 2026 Global Transparency Community Meetings are co-organized by the Initiative for Climate Action Transparency (ICAT), the Capacity-Building Initiative for Transparency–Global Support Programme (CBIT-GSP), the United Nations Environment Programme (UNEP), and the the United Nations Development Programme (UNDP) with the technical support from other partners, including the UN Climate Change Secretariat (UNFCCC), the Food and Agriculture Organization of the United Nations (FAO), and the Partnership on Transparency in the Paris Agreement (PATPA).
2025 was a milestone year for the Paris Agreement, marking the submission of the third generation of NDCs (NDC 3.0). These new pledges are intended to embody the ambition necessary to achieve global climate objectives, in particular align global emissions with the 1.5°C goal. Over the next five years, countries must intensify efforts to effectively implement their NDC 3.0 commitments, to meet national climate goals and contribute to the global transition to a low-carbon, climate-resilient future.
Transparency is fundamental in ensuring successful NDC 3.0 implementation. The Paris Agreement’s Enhanced Transparency Framework (ETF) establishes a basis of accurate data and information that supports mutual trust among countries and promotes the effective implementation of the Agreement. The ETF’s Biennial Transparency Reports, the second of which is due in 2026, are closely linked to the NDC process. They enable countries to report progress on their NDCs while generating a foundational information base essential for policy design and climate action.
Thus, transparency represents a huge opportunity for countries in their NDC 3.0 implementation efforts. Data collected through transparency systems helps track progress and identify gaps, orienting policy design and shaping climate finance mobilization strategies. Robust national transparency frameworks engage sectoral stakeholders in climate action management, driving sectoral transformations aligned to national and global targets. Beyond reporting, transparency provides a framework for continuous improvement of climate efforts, underpinning NDC achievement.
The Global Transparency Community Meetings will offer a forum for collective learning, peer-to-peer exchange, knowledge sharing, and dialogue. Over three days of in-person sessions facilitated by international experts, participants from over 70 countries across the globe will share experiences and lessons learned on how transparency frameworks, data, and tools can be used and optimized to drive and accelerate effective NDC 3.0 implementation.
The sessions will seek to create an enabling environment for synergies between the transparency and NDC processes, exploring topics such as: strengthening national transparency frameworks; assessing the impact of policies and measures; NDC 3.0 financing strategies; and tracking NDC 3.0 progress. They will offer a space to share both firsthand country experiences and expert guidance by global transparency support providers.
At the end of the event, participants are expected to have enhanced their understanding of how transparency supports NDC 3.0 implementation and financing and strengthened their capacity to leverage transparency to achieve NDC progress.
