Sierra Leone Sierra Leone

ICAT is supporting the government of Sierra Leone, through the Environmental Protection Agency (EPA), in updating its Nationally Determined Contributions (NDCs) by providing tools, methodologies, and quantitative analysis to strengthen capacities for implementing sectoral MRV frameworks and assessing policies and measures for inclusion in NDC updates and Biennial Transparency Report (BTR) development. ICAT’s support enhances Sierra Leone’s ability to implement, maintain, and update a comprehensive framework for GHG emissions and removals projections, including policy impact assessments and an NDC 3.0 tracking tool with updated indicators, a data collection framework, and institutional arrangements.

Objectives

Enable Sierra Leone to update its NDC and track the implementation of its NDC mitigation actions by enhancing and institutionalizing the NDC tracking framework within the context of the Enhanced Transparency Framework (ETF) of the Paris Agreement.

Start date: November, 2025
  • Develop and operationalize a framework for the regular collection and management of the data needed for developing and regularly updating GHG projections, assessing the impact of the selected policies and measures , and developing MRV for reporting on progress achieved.

  • Develop and operationalize an NDC 3.0 tracking framework for the mitigation part of the NDC. This will be achieved by updating the online MRV platform with a new set of indicators.

  • Strengthen national capacity for GHG projections for data champions to support effective data collection and management.
