ICAT is seeking proposals from interested organizations to support the Government of Georgia in updating its National Climate Strategy and Action Plan and developing an institutionalized framework for tracking Nationally Determined Contributions (NDCs) under the Paris Agreement. The project will focus on key sectors aligned with Georgia’s 2030 Climate Strategy, providing technical assistance, capacity building, and application of tools such as the Greenhouse Gas Abatement Cost MOdel (GACMO) to assess mitigation potential and cost-effectiveness. It aims to strengthen Georgia’s climate governance, improve sectoral coordination, and enhance transparency in tracking and reporting climate actions.
The selected expert entity will work closely with the Ministry of Environmental Protection and Agriculture (MEPA) and other national stakeholders to develop sectoral NDC tracking frameworks, greenhouse gas projections, and robust monitoring, reporting, and verification (MRV) systems. The grantee will support the development and implementation of Georgia’s NDC tracking system, working closely with national stakeholders to update the Climate Strategy and Action Plan, apply mitigation modeling tools, and build sectoral frameworks for monitoring, reporting, and projecting greenhouse gas emissions. Activities will include stakeholder engagement, data collection and analysis, capacity building, and validation of strategies, indicators, and tools to ensure sustainable, evidence-based climate action.
Eligibility: Applicants must be registered in Georgia or, for individuals, hold Georgian nationality to be considered under this Call for Proposals.
