Call for Proposals (CFP): Development of a Guide on Establishing and Operationalizing Climate Information Systems

ICAT is calling on interested parties to apply to update and expand its 2019 guide "A Roadmap for Establishing Information Systems for Climate Action and Support." The updated guide will provide developing countries with practical, user-oriented guidance on establishing, strengthening, and/or operationalizing national climate information systems in line with the Enhanced Transparency Framework (ETF) under the Paris Agreement, including broader elements such as institutional arrangements and financing.

All activities will be conducted in close coordination by the ICAT Secretariat and the Capacity-building Initiative for Transparency - Global Support Programme (CBIT-GSP), based on instructions from the ICAT Secretariat. Interested parties will review existing literature and country experiences, develop a structure for the updated guide, produce and finalize a full draft, including case studies such as Costa Rica's SINAMECC system, and support outreach and presentations following publication. Eligible applicants include government agencies, universities, academic or research organizations, NGOs, think tanks, civil society organizations, UN system organizations, intergovernmental organizations, and for-profit entities, from any country.

Proposals must be submitted through the UNOPS Grant+ platform by 20 August 2026.
