The 2026 June Climate Meetings (SB 64) of the United Nations Framework Convention on Climate Change (UNFCCC) will take place in Bonn, Germany, from 8 to 18 June 2026, at the World Conference Center Bonn (WCCB). Negotiators, experts, and stakeholders from around the world are gathering to advance crucial decisions and discussions related to various aspects of global climate efforts in the lead-up to COP31.
As countries advance the implementation of their Third Nationally Determined Contributions (NDC 3.0) and prepare for their second Biennial Transparency Reports (BTR 2), transparency emerges as a crucial enabler for delivering effective climate action for the success of the Paris Agreement.
Transparency lays the foundation for evidence-based decision-making to support effective NDC 3.0 implementation. The data and analytical capacity provided by robust transparency frameworks are critical to designing and implementing effective, data-based policies and measures, engaging stakeholders from economic key sectors and financial institutions, mobilizing resources to achieve NDC 3.0 targets, and monitoring, evaluating and reporting on progress.
ICAT is organizing and participating in various SB 64 side events and meetings, showcasing experiences from ICAT’s work supporting transparency for effective NDC implementation and transformational climate action in developing countries worldwide.

Having recently submitted new or updated Nationally Determined Contributions (NDCs), this year, countries must focus on effectively implementing their NDC 3.0 targets. As countries transition from targets to on-the-ground implementation, national transparency frameworks, with the data and analytical capacity they offer, play a critical role in driving action. In particular, transparency can help evaluate the impacts of policies and measures and ensure that they meet national climate and development goals, contributing to the global transition to a low-carbon, climate-resilient future. Through data-driven policy impact assessments, countries can manage their climate action and evaluate and report on progress.
The event will showcase practical examples of policy assessments and offer a space to share knowledge and lessons learned by developing countries in their efforts to effectively implement NDC 3.0. Speakers will include high-level government officials and experts from Bolivia, Namibia, Cambodia, and El Salvador, alongside experts from ICAT and partner organizations. It will also feature a preview of the updated ICAT Renewable Energy Methodology.

This high-level event, organized through the #Together4Transparency initiative, will bring together Heads of Delegation and senior Party representatives to reflect on progress made in implementing the Enhanced Transparency Framework (ETF) and to maintain political engagement for transparency under the Paris Agreement. The event will highlight the importance of sustaining collective efforts to ensure the timely preparation of BTR2, strengthen national transparency systems, and promote inclusive progress so that all Parties can effectively participate in the ETF. With the upcoming deadline for BTR2 in December 2026, SB64 provides a timely opportunity to advance discussions on strengthening gender integration in countries’ transparency systems and reporting processes. The side event will offer a preview of the forthcoming Gender-Responsive BTR Toolkit, while also highlighting country experiences in integrating gender into national reporting processes and facilitating expert discussions on good practices, persistent challenges and practical approaches to implementation.”
ICAT will participate in an interactive panel discussion on practical experiences in integrating gender considerations into climate transparency frameworks and data collection processes, highlighting insights from country support projects and the ICAT working paper Good Practices for Integrating Gender into Climate Transparency Frameworks. This side event will explore how Small Island Developing States can translate NDC 3.0 priorities into investable climate actions. It will highlight methods to assess investment needs, quantify finance gaps, and mobilize climate finance at scale, drawing on practical country experiences and lessons learned.
Representatives from the Government of Niue, international organizations, and climate finance experts share insights on mobilizing investment for NDC 3.0 in Small Island Developing States. ICAT will contribute to the event’s discussions, sharing insights from ICAT’s work with countries setting up climate finance transparency frameworks, applying the ICAT Climate Finance Transparency Guide.

Just transition agendas are accelerating domestically as countries work to shift their economies and labour forces toward low-carbon, net-zero, and net-negative development pathways. Building on international momentum under the UNFCCC and experiences with applying the ICAT Just Transitions Monitoring Guide, developed with the support of WRI, this event will provide a platform to discuss the challenges in pursuing just transition monitoring at various levels and in individual sectors, the nature of support needed to address these challenges, and the role a broader community can play to help advance countries’ monitoring and learning efforts.
The event will strive to bring together a broad coalition of government representatives, research organizations, community-based organizations, labour representatives, development partners and private-sector actors to lay the groundwork for a well-designed, coordinated, country-responsive support ecosystem capable of accelerating just transitions globally.
