On 11 March 2026, a regional workshop titled “Supporting the Implementation of NDC 3.0 in Central Asia and the Caucasus: Regional Approaches and Tools for Monitoring and Reporting on Adaptation and Climate Finance Mobilization” commenced in Tashkent, Uzbekistan, together with the Second Meeting of the Regional Coordination Committee for the second phase of the ICAT regional hub in Central Asia.
The event brought together representatives from Central Asian and Caucasus countries, including national climate transparency coordinators, adaptation experts, and climate finance specialists.
The workshop was organized by the ICAT Hub for Central Asia, implemented by the Regional Environmental Centre for Central Asia (CAREC) under the Initiative for Climate Action Transparency (ICAT), and in collaboration with the CBIT-GSP Global Support Programme, implemented by the United Nations Environment Programme (UNEP).
Opening the event, Yulia Kovalevskaya, Leading Specialist of the Hydrometeorological Service Agency of Uzbekistan, highlighted the importance of strengthening climate transparency systems and improving monitoring of climate actions.
“The implementation of updated NDCs requires effective mechanisms for monitoring progress, assessing the effectiveness of measures, and mobilizing sufficient financial resources.”
Welcoming the participants, Batyr Mammedov, Executive Director of CAREC, emphasized the importance of practical cooperation in advancing climate action in the region.
“Today, the climate agenda requires not only political commitments but also practical solutions, including monitoring progress, assessing the effectiveness of measures, and mobilizing the resources needed to achieve climate goals.”
The main objective of the seminar was to strengthen the capacity of countries in the region to implement their updated Nationally Determined Contributions (NDC 3.0), particularly in the area of climate change adaptation, and to develop regional approaches for monitoring and evaluating adaptation actions and tracking climate finance.
The programme included expert presentations, group sessions and experience exchange among participating countries. During the seminar, participants reviewed regional adaptation indicators, discussed possible data sources for monitoring, and explored approaches to improving climate reporting under the Enhanced Transparency Framework (ETF).
The event also included the Second Meeting of the Regional Coordination Committee, where interim project results and future plans for regional cooperation were discussed.
The seminar contributed to strengthening regional cooperation, improving national climate transparency systems, and supporting countries of Central Asia and the Caucasus in implementing their climate commitments under the Paris Agreement.
